Public Consultation Opens for Universal Studios Bedford Mega-Resort

Universal Destinations & Experiences (UDX) has officially launched a public consultation on its ground breaking theme park and resort project in Bedfordshire, marking a major milestone in what could become Europe’s most exciting new visitor attraction.

The consultation, invites residents, stakeholders, and members of the public to share their views on the project’s environmental impact, design proposals, infrastructure, and community benefits.

What’s Being Proposed?

The Universal Bedford development is set to transform over 476 acres of land near Kempston Hardwick and Stewartby into a world-class entertainment destination. Early plans outline:

  • A Universal-branded theme park

  • A resort complex including hotels and dining

  • Transport links, including road upgrades and a new rail interchange

  • Up to 28,000 jobs created across construction and long-term operations

  • An expected 8.5 million annual visitors when fully operational

Why the Consultation Matters

UDX is seeking a Special Development Order (SDO), a national-level planning approval designed for infrastructure and development of strategic importance. Before this can be granted by the government, public input is a critical part of the planning process.

The consultation materials include:

  • An Environmental Statement, detailing impacts on traffic, air quality, ecology, and noise

  • Draft masterplans for layout, architecture, and landscaping

  • Proposals for year-round operations, including extended hours for peak times and special events

  • Details on how Universal intends to minimize disruption and integrate with the local community

How to Take Part

Residents, businesses, and interest groups can now view and respond to the consultation documents online. Feedback is being collected via:

  • The consultation portal

  • In-person exhibitions (details on the website)

  • Submission forms available at select Bedfordshire libraries and council offices

The consultation is open until August 31st 2025, after which responses will be reviewed by the Department for Levelling Up, Housing and Communities (DLUHC).

Shaping the Future of UK Leisure

Universal Studios Bedford will be the first Universal-branded resort in Europe, bringing with it a global spotlight and significant investment to the East of England. But more than that, it represents a once-in-a-generation opportunity to shape a sustainable, inclusive, and entertainment-driven regional economy.

This public consultation is your opportunity to help guide how the project grows, ensuring that it reflects the needs, concerns, and hopes of the surrounding community.
